COST is an intergovernmental framework consisting of 41 Full Members, 1 Cooperating Member and 1 Partner Member. The 41 COST Full Member countries govern COST via their representatives in the COST Committee of Senior Officials (CSO) – the General Assembly of the COST Association.

It contributes to reducing the fragmentation in European research investments and opening the European Research Area to co‑operation worldwide.


COST funds interdisciplinary research networks called COST Actions. These Actions bring together researchers, innovators and other professionals including industry specialists, who are based in Europe and beyond, to collaborate on research topics for a period of 4 years. COST does not fund research itself but provides a platform for European scientists to co‑operate on a particular project and exchange expertise. These projects are called “Actions”. Each COST Action is a network centred around nationally‑funded research projects in fields that are of interest to at least five COST countries. COST provides the COST Actions with financial support for joint activities such as conferences, short‑term scientific exchanges and publications. Each COST Action has an objective, defined goals and clear deliverables. COST Actions have located their topic into one of COST’s scientific Domains.


The funding a COST Action receives covers the expenses of networking activities rather than research. As such is used to organise and fund events, Short-term Scientific Missions, Training Schools, communication activities, grants to attend interesting international conferences, and virtual networking tools.  

An estimated €125,000 is made available for a COST Action in its first year and €150,000 per year for the other three (variable depending on the number of COST Countries represented in the Working Groups).

Submission of applications

Proposals shall be submitted by a network of proposers, represented by a Main Proposer. The network shall 
be composed of proposers from at least seven (7) COST Full or Cooperating Members amongst which a 
minimum number shall be from COST Inclusiveness Target Countries as detailed in Annex II to the present 
decision.  

COST Actions attract researchers and innovators from universities, as well as from public and private institutions, NGOs, industry and SMEs – all institutions are welcome. Participants can apply at any stage of their career.
COST Actions are based on the principle of inclusivity and actively promote the participation of researchers and innovators based in less-research-intensive COST Member countries.

Application form and supporting documents

Participants are invited to submit COST Action proposals contributing to the scientific, technological, economic, cultural or societal knowledge advancement and development of Europe. Multi- and interdisciplinary proposals are encouraged.


The Open Call Action proposal submission, evaluation, selection and approval (SESA) procedure is fully science and technology-driven and will ensure a simple, transparent and competitive proposal evaluation and selection process, reflecting the bottom-up, open and inclusive principles of COST.

Participants planning to submit a proposal for a COST Action will need to refer to the COST Open Call proposers guidelines and to the Open Call Announcement available on the Documents and Guidelines page.

All proposals are submitted via the dedicated online platform of the COST Association used for grant management, known as e-COST.

COST – European Cooperation in Science and Technology

As a precursor of advanced multidisciplinary research, COST plays a very important role in building a European Research Area (ERA).

It anticipates and complements the activities of the EU Framework Programmes, constituting a “bridge” towards the scientific communities of emerging countries. It also increases the mobility of researchers across Europe and fosters the establishment of scientific excellence in the 9 key domains:

Selection procedure
Three different groups of  experts shall intervene throughout the procedure towards selection of the best 
proposals: the independent External Experts, the ad-hoc Review Panels and the Scientific Committee.
Detailed procedure shall be described in the Open Call - Submission, Evaluation, Selection and Approval 
(SESA) Guidelines7. The Scientific Committee shall submit the final ranked list of selected proposals to the 
CSO for approval.
